Park Eun-mi, Democratic Party Candidate for Yangpyeong County Mayor: "There is a Separate Law That Fits Yangpyeong's Medical Reality"

[News S = Reporter Um In-yong] Park Eun-mi, Democratic Party candidate for Yangpyeong County Mayor, stated on the 29th, "Medical policy must be resolved through law and budget, not slogans, and through cooperation with the central government's medical policy line."

Candidate Park explained, "The 'Automobile Liability Insurance Act' is fundamentally a law designed to guarantee rehabilitation treatment for victims of automobile accidents based on automobile insurance funds. It is not easy to amend the law or actually implement projects by mechanically inserting emergency medical functions into a law centered on rehabilitation treatment."

She continued, "There is a separate law that fits Yangpyeong's medical reality. It is the 'Public Health and Medical Law' and the 'Local Essential Medical Service Special Law' scheduled to be implemented in March next year."

Candidate Park particularly emphasized, "In anticipation of the implementation of the Local Essential Medical Service Special Law, a special accounting of approximately 1.1 trillion won for local essential medical services will be established starting in January next year. The key issue now is who will bring these funds to Yangpyeong."

For this, Candidate Park announced that she has appointed Professor Kim Rok-ho, a former WHO department director and Yonsei University College of Medicine professor, as a special advisor on medical affairs.

She also explained that she met with National Assembly member Kim Yoon, the chief proposer of the Local Essential Medical Service Special Law, to closely consult on ways to establish a comprehensive emergency room and general hospital on the site of the National Traffic Rehabilitation Hospital.

Candidate Park also presented specific implementation measures.

She stated, "The National Traffic Rehabilitation Hospital currently owns approximately 27,000 pyeong of land, and the building coverage ratio is only about 12%, so there is sufficient room to additionally install general hospital-level medical facilities on the available land."

Citing Article 10 of the 'Public Health and Medical Law,' she explained, "The national government and local autonomous entities, when deemed necessary for the establishment and operation of public health and medical institutions, may lend state-owned or public property free of charge to public health and medical institutions or allow their use and enjoyment, notwithstanding the 'State Property Act' or the 'Public Property and Goods Management Act.'"

She continued, "This is an important legal basis that allows Yangpyeong to pursue the establishment of public medical institutions without bearing land costs. Despite there being a law that clearly fits Yangpyeong's circumstances in this way, the result of wasting time on the wrong law has only prolonged the medical suffering of county residents."

Furthermore, she stated, "If residents of Yangpyeong get sick, they should receive treatment in Yangpyeong. We need a county mayor who understands the law correctly, brings in budget, and can cooperate with medical policy power lines. Park Eun-mi, a strong Yangpyeong and a strong county mayor, will definitely change Yangpyeong's medical reality."
