Gwangmyeong Citizens Call for Development of New 'Sincheon-Haan-Sirim Line' Railway

Gwangmyeong citizens have taken action to demand the construction of the Sincheon-Haan-Sirim Line. On the afternoon of the 2nd, a 'Citywide Citizens' Determination Rally Demanding Construction of the Sincheon-Haan-Sirim Line' was held at the City Hall conference room, attended by approximately 100 Gwangmyeong citizens including resident representatives from each district and civic group officials.

Citizens recited a resolution demanding 'construction of the Sincheon-Haan-Sirim Line' and decided to take active measures by pooling civic aspirations together.

The Sincheon-Haan-Sirim Line is a metropolitan railway route departing from Sincheon Station in Siheung, passing through Gwangmyeong-Siheung's Phase 3 New Town and Haan-dong in Gwangmyeong, and connecting to Doksan and Sirim in Seoul. It is evaluated as a key metropolitan transport network that connects Gwangmyeong and Siheung with Seoul's southwestern region, significantly improving accessibility to Seoul in the southwestern part of the greater Seoul area and enhancing inter-regional mobility.

In particular, with large-scale urban development projects in the southwestern greater Seoul area such as the construction of Gwangmyeong-Siheung's Phase 3 New Town and Gwangmyeong-Siheung Techno Valley, explosive growth in transportation demand is anticipated in the future. The city's position is that construction of the Sincheon-Haan-Sirim Line is essential to distribute and accommodate this demand.

Currently, the Sincheon-Haan-Sirim Line is awaiting inclusion in the Ministry of Land, Infrastructure and Transport's Fifth National Railway Network Construction Plan.

Through their resolution, citizens demanded the inclusion of the Sincheon-Haan-Sirim Line in the Fifth National Railway Network Construction Plan, while also urging expedited promotion of the 'Metropolitan Railway Private Investment Project for the Southwestern Greater Seoul Region (tentative name),' which includes the Sincheon-Haan-Sirim Line as a key route.

The private investment method, unlike public finance projects, can substitute preliminary feasibility studies through private investment feasibility assessments, offering the advantage of shortening administrative procedures and accelerating project implementation and opening timelines. Accordingly, citizens argued that the government must actively intervene to accelerate project speed by pursuing both public finance and private investment project methods rather than relying solely on public finance projects, ensuring the Sincheon-Haan-Sirim Line will definitely be realized.

Starting with this determination rally, Gwangmyeong City and citizens will launch an intensive signature campaign both online and offline over approximately two weeks with a target of 10,000 citizen participants.

Gwangmyeong Mayor Park Seung-won stated, "Gwangmyeong has changed and developed through the will and strength of its citizens," and "We will mobilize all capabilities to realize the Sincheon-Haan-Sirim Line together with citizens."
