Yongin Special City Realizes 'Defect-Free Apartments'…Establishes Multi-Family Housing Quality Inspection Unit

Yongin Special City (Mayor Lee Sang-il) has established an institutional framework to systematically manage quality and defects in multi-family housing from the construction phase through post-completion.

The city announced that the "Ordinance on the Establishment and Operation of Yongin City Multi-Family Housing Quality Inspection Unit" passed the plenary session of the Yongin Special City Council on the 8th.

The enactment of this ordinance is a follow-up measure to institutionalize the policy "We will not tolerate defective apartments in Yongin," which Mayor Lee Sang-il announced while directly addressing the poor construction and defect issues at "Gyeongnam Honors ville Descent" in Yangji-myeon, Cheoin-gu, last year.

The mayor stated at the time, "If you build an apartment in Yongin, poor construction should not even be a dream," and "We will never tolerate poor construction in Yongin," ordering the city to strengthen its quality management system to prevent poor construction from the construction process itself.

Following this policy, the city established a "Housing Quality Team" in March this year to exclusively handle quality and defect issues for multi-family housing. Through the enactment of this ordinance, the city has established an institutional framework that allows experts to systematically inspect the quality of multi-family housing from the construction phase.

According to the ordinance, the city will compose a "Multi-Family Housing Quality Inspection Unit" with up to 60 experts in fields such as architecture, structure, mechanical systems, electrical, fire safety, civil engineering, and landscaping. During on-site inspections, inspection teams of up to 10 field experts will be organized according to the size and characteristics of each complex.

The city plans to expand the number of quality inspections compared to other local governments and conduct five on-site inspections per complex. From the structural work stage through the periods before and after the pre-occupancy visit by prospective residents, the city will operate a preventive quality management system where experts examine the site at each construction phase to detect defects early and make corrections.

Additionally, the city will directly manage defect issues that arise after completion. When necessary, the city will form a "Defect Resolution Coordination Committee" with the participation of the city, residents, the developer, and the contractor to support resolution of defects.

Mayor Lee Sang-il said, "While resolving the defect issues at Gyeongnam Honors ville Descent, I promised citizens that we will not tolerate poor construction in Yongin and will build 'defect-free apartments,'" and "To this end, we established a dedicated department in March this year, and this time we ensured the enactment of related ordinances."
