Feature Hwaseong Special City of 1.08 Million Faces Limits in Judicial and Police Capacity…Urgent Need for New Court and Police Station

Hwaseong Special City (Mayor Jung Myung-geun) is concentrating municipal capabilities on expanding essential judicial and police infrastructure, including the Hwaseong Registry Office and police stations, to provide judicial and police services befitting a metropolitan area of 1.08 million.

The city announced that, in cooperation with four district representatives (Song Ok-joo, Lee Jun-seok, Gwon Chil-seung, and Jeon Yong-gi), it has delivered a joint recommendation to the Supreme Court Administration Office requesting the "integrated establishment of a registry office when Hwaseong City Court is built," and is actively pursuing the additional establishment of police stations by holding successive working-level meetings with relevant police stations.

◇ Joint Recommendation on "Integrated Establishment of Registry Office When Hwaseong City Court is Built" Delivered to Supreme Court Administration Office

Following continuous urban development and corporate growth, Hwaseong Special City is experiencing increased demand for real estate and corporate registration. However, following the opening of the Suwon District Court Registry Office in April 2024, registry services for the Hwaseong area have been consolidated to Suwon, causing inconvenience to citizens due to long-distance travel.

The distance from Hwaseong City Hall to the Suwon Registry Office is approximately 32 km, which is 6.7 times the average distance of 4.8 km for other special cities. In 2025, the volume of land transactions in Hwaseong City reached 34,641 cases, exceeding nearby Suwon and Yongin cities, making it necessary to expand infrastructure to meet registry service demand.

Accordingly, the city and local representatives agreed that, aligned with the "opening of Hwaseong City Court on March 1, 2032," confirmed through related legislative amendments in February 2026, the integrated establishment of a registry office should be reflected from the site selection and construction planning stages.

◇ Strengthening Practical Cooperation with Local Police Stations for "Additional Police Station Establishment"

Hwaseong Special City is also strengthening practical cooperation with relevant agencies for the additional establishment of police stations to protect the safe daily lives of 1.08 million Hwaseong citizens and respond to increasing police service demands.

The city held a working-level meeting with Hwaseong Dongtan Police Station at Dongtan-gu Office on August 7, and discussed local public safety issues and directions for police station establishment with Hwaseong Western Police Station at Hwaseong City Hall on September 8.

Hwaseong Special City launched as a special city in January 2025 and transitioned to a four-district structure in February of this year. As of August this year, the population stands at 1,071,377. With an area of 844㎢, approximately 1.4 times that of Seoul, currently covered by only two police stations—Hwaseong Western and Hwaseong Dongtan—it is necessary to expand police stations to respond to urban growth and regional security demands.

The city has continuously recommended police station establishment since 2023 and delivered a signed recommendation document jointly signed by the Hwaseong City Mayor and four local representatives in February of last year. Subsequently, the city has continued to explain the necessity for police station establishment to relevant agencies including the Ministry of the Interior and Safety, the National Police Agency, and Gyeonggi Southern Police Agency, requesting cooperation.

The city is therefore recommending the priority establishment of one police station and believes it is necessary to expand by one additional station in the medium to long term to establish a police system responding to the four district areas. Going forward, the city plans to continue working-level consultations with local police stations and pursue police station expansion reflecting population increases and changes in residential patterns.

Hwaseong Special City Mayor Jung Myung-geun emphasized, "Despite registry demands being concentrated in Hwaseong, the structural mismatch of having to handle services in Suwon must be resolved, and the integrated establishment of Hwaseong Registry Office when Hwaseong City Court is built is essential to secure judicial accessibility befitting a metropolitan area of 1.08 million."

He continued, "Although the city has grown to a population of approximately 1.08 million and four district offices have been launched, two police stations still cover a vast area. We will work closely with relevant agencies to actively pursue the additional establishment of police stations so that citizens can receive prompt police services regardless of their location."
