Gyeonggi Province Governor Choo Mi-ae visited the Goyang Changneung Public Housing District on the 28th ahead of the first move-in scheduled for December next year. She inspected major pending issues including housing construction, traffic solutions, military facility relocation, and soil remediation, and urged seamless preparations for move-in.

As the government accelerated housing supply by announcing a "Housing Rapid Supply Plan" on August 13th, Gyeonggi Province also moved to check on factors causing project delays in the Changneung District and strengthen cooperation among relevant agencies for uninterrupted housing supply and move-in preparations.

Governor Choo said, "Since newlywed couples typically move in first, I would appreciate it if the timing of kindergarten opening and move-in could be carefully coordinated. Above all, traffic is the most concerning issue. Since those moving in first could face considerable inconvenience due to traffic problems, I ask that you do your utmost to ensure there are no complaints about transportation. Gyeonggi Province will also pay close attention to traffic solutions."

Regarding commute traffic issues specifically, she said, "We will work intensively with the Metropolitan Area Broad Transit Committee on commute traffic solutions, such as connecting railroads and general bus routes with the Bus Rapid Transit (BRT) system. On traffic matters, we will urge the government to implement in-depth solutions, propose alternatives, and work toward coordinated measures."

Governor Choo emphasized that beyond traffic, sufficient green space and self-sufficient functions must be supported in the process of expanding housing supply, noting, "The move-in volume has increased far more than initially anticipated, so traffic solutions must be proportionate or even exceed expectations. Existing road designs may prove insufficient, and if floor area ratios are increased, we need to secure more green space proportionally."

Governor Choo then visited military facility relocation sites within the Changneung District to inspect the status of facility relocation and soil remediation projects. Today's inspection was attended by Goyang Metropolitan City Mayor Min Kyung-sun, National Assembly Member Kim Sung-hoe, Gyeonggi Province council members, and officials from the Korea Land and Housing Corporation (LH) and Gyeonggi Housing and Urban Development Corporation (GH).

The Goyang Changneung Public Housing District, a third-phase new city, will be developed across 8.119 million square meters in nine districts including Wonheung-dong and Dongsan-dong in Deokyang-gu, Goyang, comprising 38,334 households with a population of approximately 92,000. Following district designation in March 2020, construction began in May 2023 with a target completion date at the end of 2029. The current compensation rate stands at 99%, and the construction progress rate is 9%.

Among these, the A4, S5, and S6 blocks, which will see the earliest move-ins in the Changneung District with 2,089 households, began housing authority construction in October 2024, with the current block-by-block progress rate at 40-45%. The first move-in is scheduled for December 2027.

The military facility site within Goyang Changneung District covers approximately 2.2 million square meters, representing about 27% of the total project area of 8.12 million square meters. Since subsequent construction for public housing can only proceed after military facility relocation and soil remediation are completed, the relocation and remediation schedule are closely intertwined with the overall new city project timeline.

Gyeonggi Province plans to continuously monitor the status of military facility relocation and soil remediation efforts with relevant agencies including the Ministry of National Defense, Korea Land and Housing Corporation (LH), Gyeonggi Housing and Urban Development Corporation (GH), Goyang City Management Corporation, and Korea Rural Community Corporation, and to jointly resolve pending issues that could affect the project schedule.
