'A Growing City Osan Open with Citizens' is the slogan presented by Mayor Cho Yong-ho, leading the 9th term of the mayoral government.

Mayor Cho is accelerating 'Osan's Great Leap' by vigorously pushing forward 10 strategic projects spanning all aspects of city administration including transportation, industry, education, welfare, and culture.

The vision is to secure the city's future growth engines through expanding metropolitan transportation networks and developing the Segyeo 3 District into a self-sufficient city, as well as fostering AI and semiconductor industries, while creating tangible changes citizens can experience through revitalizing the local economy, tailored welfare, and environmental improvements.

Bundang Line Extension, GTX-C, and Introduction of Double-Decker Buses...Promoting Segyeo 3 District as Self-Sufficient City

The core tasks of Osan's Great Leap are focused on strengthening transportation competitiveness and establishing the foundation for a self-sufficient city.

Mayor Cho Yong-ho is promoting major metropolitan railway projects including the Bundang Line extension from Gireung to Osan, KTX service to Osan departing from Suwon, and the GTX-C extension to Osan. The city is also promoting the introduction of eco-friendly double-decker electric buses on express bus routes 5104 (heading to Seoul Station), 5300, and 1311 (heading to Gangnam), along with increased frequency during commute hours.

The goal is to develop Segyeo 3 District not as a simple housing supply area, but as a self-sufficient city that combines residential, industrial, transportation, and employment functions. The city is requesting the Korea Land and Housing Corporation (LH) to secure self-sufficient land exceeding the currently planned 93,000 pyeong, aiming for up to 300,000 pyeong in scale, while also promoting the expansion of living infrastructure.

The city plans to link the Unam-tteul AI City with advanced industrial complexes to build an urban structure where existing and new cities grow together, while focusing on balanced development so that development benefits spread throughout the regional economy.

Strengthening Industrial Momentum through AI and Semiconductor Parts, Materials, and Equipment Industries

Fostering future industries is one of the key strategies to strengthen Osan's self-sufficient functions. The city will intensively develop AI and semiconductor parts, materials, and equipment (SME) industries, leveraging geographical advantages adjacent to major industrial hubs such as Dongtan in Hwaseong, Giheung in Yongin, and Godeok in Pyeongtaek.

The city is implementing responses to specialized semiconductor SME complex project competitions, creating the Jigot General Industrial Complex, attracting core enterprises, and supporting corporate investment and settlement through a direct mayor-led one-stop business support system. The city is also establishing a foundation for integrated growth of industry and R&D functions by linking Unam-tteul AI City, Segyeo 3 District, and industrial complexes.

The vision includes establishing educational infrastructure linked to industry demands such as AI-specialized vocational high schools combining industry-academic-practice integration, strengthening AI and software education as well as elementary through high school-connected specialized education, creating a virtuous cycle where talent educated in the region finds employment and starts businesses at local companies.

Connecting Vacant Storefronts in Station Areas with Young Entrepreneurs to Resolve Unemployment

Revitalizing traditional markets and alley commerce is also a key task. The city plans to increase local consumption through Osaekjeon revitalization and consumption promotion policies, and strengthen commercial competitiveness through collaboration on Osaegsijang delivery services and youth startup support. The city plans to address vacant storefronts and youth employment issues by connecting empty spaces in the Osan Station area with young entrepreneurs.

In the welfare sector, the city is promoting expansion of 'Anytime Daycare Centers,' strengthening elementary school childcare, linking welfare, education, and rehabilitation services through a disability welfare town, and establishing an integrated care system connecting medical, long-term care, and caregiving services.

In the ecological and environmental sector, the city is creating urban forest gardens and living area gardens in Mt. Maetung and Mt. Pilbong, and implementing climate action tasks including green building classification standards for public buildings and banning disposable products in public facilities. The city is also developing stay-type tourism content connecting Doksan Fortress, Sema Daeji, Jungmireul Peace Park, Osan Stream, Mulhyanggi Arboretum, and Osaegsijang Market, while restoring the Doksan Fortress Cultural Festival.

At the center of Osan's Great Leap are citizen communication and responsible administration. Through 'Mobile Mayor's Office' visiting residents, the city directly listens to inconveniences in daily life such as transportation, parking, pedestrian environment, and public safety, and reflects these in policies and budgets.

Improving efficiency in financial management is also a priority. The city re-examines the necessity and feasibility of projects to efficiently allocate resources and is working to secure external funding through special grants, special adjustment grants, and government and Gyeonggi Province competition projects.

Mayor Cho Yong-ho emphasized, "Cities grow when major sectors such as transportation, residential areas, industry, education, and welfare are organically connected and continuously innovate. Over the past 100 days, I have listened to and made promises with citizens, and over the next 1,000 days, I will realize those promises as achievements to open a new future for Osan."

Mayor Cho stated, "With a sense of responsibility that today's choices determine Osan's next 10 to 20 years, I will prepare for the future," and added, "I will strengthen the city's foundation further and connect growth opportunities with citizen happiness to pass on a better Osan to the next generation."
