Suwon City Operates 'Pre-Spreading Golden Time' for Heavy Snow During Rush Hours

Suwon Special City (Mayor Lee Jae-jun) has implemented special measures to prevent urban traffic congestion and slip-and-fall accidents caused by heavy snow during winter.

The 'Comprehensive Winter Road De-icing Plan for 2026-27' established by Suwon City includes a de-icing readiness posture to respond rapidly to snowfall.

The main contents of this comprehensive plan include ▲de-icing equipment maintenance, expansion ▲setting 'pre-spreading golden time' for de-icing agents during commuting hours ▲operating a task force team for real-time monitoring of road conditions via closed-circuit television (CCTV) ▲establishing citizen-participatory snow removal culture such as 'clearing snow in front of my home'.

To significantly enhance the responsiveness of de-icing operations, Suwon City will completely replace and maintain 17 aging de-icing equipment units with new ones and introduce 4 additional de-icing equipment units.

Additionally, heated lines will be installed at 7 steep road sections, establishing the foundation to rapidly deploy to the field and perform de-icing work even in unexpected heavy snow and icing situations.

To prevent traffic congestion and safety accidents caused by snowfall during commuting hours when citizen mobility is concentrated, a 'pre-spreading golden time' will be set and operated.

If snowfall is forecasted during weekday morning commute hours, de-icing agents will be pre-spread before 7 a.m. the same day, focusing on vulnerable areas such as main trunk roads, elevated roads, and bridges prone to icy road accidents. If snowfall is forecasted during weekday evening commute hours, de-icing agents will be spread before 5 p.m. the same day to prevent evening traffic congestion.

The Construction Policy Division, the comprehensive road de-icing department, will conduct 24-hour close monitoring of road conditions via CCTV during snowfall. When inadequate de-icing sections or unexpected situations such as road collision accidents are identified, the department will immediately share the situation with related agencies including district offices, police, and fire departments, and deploy equipment and manpower for rapid response.

To enhance the de-icing effect in back alleys and pedestrian paths where administrative efforts alone have limitations, Suwon City will actively conduct promotional campaigns for the 'clearing snow in front of my home movement'.

Kim Hyun-soo, First Vice Mayor of Suwon City, said, "We will thoroughly inspect de-icing equipment, materials, and vulnerable area response systems in advance to proactively respond to winter snowfall," and added, "Through pre-spreading of de-icing agents and real-time monitoring, we will minimize inconvenience to citizens and create a safe road environment."
