Editorial Why Did Yongin Special City Mayor Lee Sang-il Carry Out Large-Scale Personnel Reshuffle?

Yongin Special City carried out a large-scale personnel reshuffle as of July 27. Large-scale personnel movements involving bureau chiefs, department heads, and team leaders were implemented. In this reshuffle, 30 civil servants of grade 5 and above, including the Agriculture, Livestock and Fisheries Bureau Chief, key department heads, and eup and dong chiefs, were transferred, and six grade 6 civil servants were appointed as acting directors promoted to grade 5. Team leader transfers across all sectors were also conducted.

Particularly noteworthy is the reassignment of operational managers in the fields of the Semiconductor National Industrial Complex, general industrial complexes, and artificial intelligence convergence cities. This is evaluated as revealing the city's determination to establish a semiconductor industry base in Yongin and advance future industry policies. The mayor explained that "operational managers in the Semiconductor National Industrial Complex, general industrial complexes, and artificial intelligence convergence cities fields were reassigned with the focus on putting strength into establishing Yongin's semiconductor industry base and advancing future industry policies."

A notable aspect of this reshuffle is the team leader level personnel changes in the Public Relations Office and Media Relations Division, which are citizen-facing departments. The predominant evaluation is that this aims to reorganize media response to key projects such as the Semiconductor National Industrial Complex, social media promotion, on-site communication, and citizen collaboration functions to strengthen government information delivery and resident opinion collection.

Behind this reshuffle is the government's announcement of an early development direction for the national industrial complex. At the "Mega-Project Public-Private Joint Inspection Conference" chaired by President Lee Jae-myung recently, when methods to expedite the timeline related to early development of the Yongin industrial complex were discussed, the government expressed its determination to actively support by accelerating administrative procedures and infrastructure construction as much as possible.

Samsung Electronics also responded to the government's policy, setting the operation target for the first semiconductor factory (fab) among six semiconductor production facilities to be built in Yongin's semiconductor national industrial complex at 2029. This advances the existing plan (2030-2031) by up to one to two years.

Therefore, site development construction must begin in the second half of this year, and fab construction must commence by 2027. Thus, for the project to proceed normally, there is much work to be done by Mayor Lee Sang-il and Yongin city officials. Tasks such as land compensation, relocation of obstacles, reconsideration of expropriation, and contractor selection must be carried out flawlessly. In particular, land compensation, permits, and infrastructure such as power and water supply must be constructed rapidly.
