Yongin City Proposes Institutional Improvements to Prevent Disadvantages to Farmers in Comprehensive Farmland Survey
Yongin Special City (Mayor Lee Sang-il) has proposed institutional improvements to prevent farmers from suffering disadvantages during the comprehensive farmland survey.
All of Yongin City has been designated as a 'Foreign Land Transaction Permitted Area' through August 25, 2027, established to prevent speculative housing purchases by foreigners.
Since the designation of a 'Foreign Land Transaction Permitted Area' aims to prevent speculative housing purchases by foreigners, the city's position is that it is unreasonable to issue disposal orders without grace periods on domestically owned farmland within 'Foreign Land Transaction Permitted Areas'.
Accordingly, the city requested that the Ministry of Agriculture, Food and Rural Affairs establish reasonable standards for farmland within foreign land transaction permit areas on the 14th.
The city's position is that it should also be clarified whether disposal orders without grace periods should apply to farmland acquired before the designation of 'Foreign Land Transaction Permitted Areas'.
Mayor Lee Sang-il of Yongin City instructed during a senior civil servants meeting on the 6th to "carefully identify the difficulties farmers face at the site during the farmland survey process and propose institutional improvements to related agencies such as the Ministry of Agriculture, Food and Rural Affairs to minimize disadvantages."
The city has been conducting farmland surveys on 55,153 parcels from May through December of this year. As of October 16, surveys of 48,657 parcels have been completed, and supplementary surveys, including verification of actual cultivation, will be conducted according to the Ministry of Agriculture, Food and Rural Affairs guidelines.
